Hauliers transport licence revoked by Traffic Commissioner
A Meiford livestock haulier is set to lose his HGV operating licence after the Traffic Commissioner for Wales found he had neither the skills nor the time to operate in a compliant manner.
The operator's licence held by Ieuan Evans will be revoked with effect from May 1 2017, following a public inquiry last month.
During the inquiry, Nick Jones heard evidence from the Driver and Vehicle Standards Agency (DVSA) about the vehicles run by Evans in connection with his livestock business, including that:
- Regular safety inspections were not carried out on time (every six weeks) - with some only undertaken at 21 weeks and one gap of 12 months between inspections
- There were no records of daily defect checks by drivers and no system for recording any defects
- Evans was unaware of the procedures for downloading digital data from the driver card and vehicle unit
- Evans failed to produce driver records despite a legal requirement to do so
In a written decision, the Traffic Commissioner concluded Evans was not capable of running a compliant restricted operator's licence. He also noted that, despite his failings, Mr Evans was a personable individual who generally wanted to do the right thing.
